What is the Direct Aid Program?

The Direct Aid Program (DAP) is a flexible small grants program funded by the Australian Government and managed through the Australian High Commission in Port Moresby. The program aims to support projects with a strong development focus that complement Australia's broader aid program which contributes to sustainable economic growth and poverty reduction.

Who can apply?

DAP is available on a not-for-profit basis to individuals, community groups, NGOs and other entities engaged in development activities in countries that are eligible for official development assistance (ODA).

What sectors does DAP cover?

DAP projects cover a range of sectors, including education, health, water and sanitation, environmental protection, women’s empowerment, and gender equality, supporting people with disabilities, economic livelihood, food security, human rights, cultural and sporting activities with a clear development benefit, and scientific research.

What activities are eligible for DAP support?

DAP activities should aim to achieve practical and tangible outcomes. DAP is able to fund activities that have a direct, practical and immediate impact. We will favourably consider projects:

  • that improve the livelihood of communities;
  • that are inclusive, sustainable and have lasting development impacts;
  • promoting women’s empowerment, indigenous groups and vulnerable minority groups;
  • supporting disability inclusion;
  • that focus on climate change and environmental protection;
  • that have the support of a trustworthy referee;
  • where the community makes a contribution to, or is involved in, the implementation of the project; and
  • where other donors also support the project.

We will generally NOT fund the following:

  • large-scale infrastructure projects (e.g. buildings, halls);
  • cash grants or micro-credit schemes or projects that involve the return of money;
  • commercial ventures;
  • purchase of major assets, e.g. vehicles, boats;
  • Australian or overseas study tours;
  • International or domestic travel;
  • Sponsorship of major sporting tournaments or cultural displays that do not have a clear developmental benefit;
  • staff salaries or participant allowances;
  • routine, recurring running costs and administrative expenses including office rental and utility costs, spare parts, routine maintenance;
  • requests from individuals or individual families, such as for scholarships, school fees or personal financial assistance.

Funding

There is no minimum amount that a single DAP project can receive but the maximum amount is AUD 60,000 over the life of the project. However, DAP strives to support multiple projects and most successful projects have requested between AUD 4,000 and AUD 15,000. To the best extent possible, DAP supports a wide geographic spread of projects across Papua New Guinea. 

Applying for DAP

The Australian High Commission no longer accepts paper applications or applications emailed to Port-Moresby.dap@dfat.gov.au (i.e. in Word or PDF). All applications should be submitted through the SmartyGrants website. Additional documents will not be accepted.

Acquitting funds and project reporting

Successful and unsuccessful applicants will be informed in writing as soon as possible after a decision has been made.  If your project is approved, you must sign a grant agreement. The funds must be acquitted within 30 days of project completion by sending a completed acquittal report form. Unless the DAP committee judges that exceptional circumstances have arisen, failure to properly acquit funds and report on the project by this date may result in the withdrawal of funds and/or refusal to consider applications from your organisation in the future.

NAVIGATING (MOVING THROUGH) THE APPLICATION FORM

On every screen (page of the form) you will find a Form Navigation contents box, this links directly to every page of the application. Click the link to jump directly to the page you want.

You can also click 'next page' or 'previous page' on the top or bottom of each page to move forward or backward through the application.

SAVING YOUR DRAFT APPLICATION

If you wish to leave a partially completed application, press 'save and close' and log out. When you log back in and click on the 'My Submissions' link at the top of the screen, you will find a list of any applications you have started or submitted. You can reopen your draft application and start where you left off.

You can also download any application, whether draft or completed, as a PDF. Click on the 'Download PDF' button located at the bottom of the last page of the application form.

SUBMITTING YOUR APPLICATION

You will find a Review and Submit button at the bottom of the Navigation Panel. You need to review your application before you can submit it.

Once you have reviewed your application you can submit it by clicking on 'Submit' at the top or bottom of the screen or on the navigation panel. You will not be able to submit your application until all the compulsory questions are completed and there are no validation errors.

Once you have submitted your application, no further editing or uploading of support materials is possible.

When you submit your application, you will receive a confirmation email with a copy of your submitted application attached. This will be sent to the email you used to register.

If you do not receive a confirmation of submission email then you should presume that your submission has NOT been submitted.

Hint: also check the email hasn't landed in your spam or junk email folder.

ATTACHMENTS AND SUPPORT DOCUMENTS

You may need to upload/submit attachments to support your application. This is very simple, but requires you to have the documents saved on your computer, or on a storage device.

You need to allow enough time for each file to upload before trying to attach another file. Files can be up to 25MB each; however, we do recommend trying to keep files to a maximum of 5MB – the larger the file, the longer the upload time.

COMPLETING AN APPLICATION IN A GROUP/TEAM

A number of people can work on an application using the same log in details as long as only one person is working at a time. Ensure you save as you go.

SPELL CHECK

Most internet browsers (including Firefox v2.0 and above; Safari; and Google Chrome) have spell checking facilities built in – you can switch this function on or off by adjusting your browser settings.
